PROBLEM TO BE SOLVED: To provide a device and a method for detecting failure of a shield member detecting a deviation width of the shield member. SOLUTION: A transmitting and receiving antenna AT transmits radio waves toward a CV cable 10. An oscillation circuit 21 inputs radio waves to the transmitting and receiving antenna AT. A detection circuit 241 detects reflected waves W2 returning from the transmitting and receiving antenna AT to the oscillation circuit 21. When the reception power of the reflected waves W2 detected by the detection circuit 241 is lower than a reference value by not less than a first threshold value, a discrimination circuit 242 detects deviation of a copper tape 13 of a width less than a discrimination deviation width. When the reception power of the reflected waves W2 detected by the detection circuit 241 is higher than the reference value by not less than a second threshold value, the discrimination circuit 242 detects deviation of the copper tape 13 of a width not less than the discrimination deviation width.
