PROBLEM TO BE SOLVED: To provide a powder shrinkage reducing agent for cement which can reduce the shrinkage without damaging the fluidity of a cement composition, and a cement composition containing the shrinkage reducing agent. SOLUTION: The powder shrinkage reducing agent for cement is obtained by impregnating inorganic powder having an oil absorption of 80g to 160g/100g as a component (a) with a compound expressed by the following general formula 1 as a component (b), and the cement composition contains the shrinkage reducing agent. The general formula (1): RO-(AO)<SB>n</SB>-H; wherein, R denotes a 1 to 8C hydrocarbon group; AO denotes a 2 to 4C oxyalkylene group; and n denotes the number of 1 to 100.
