PROBLEM TO BE SOLVED: To provide an aerial photographing device which selects the optimum construction place and the optimum height of a building even if a balloon, which is easily affected by wind, is used, and also to provide an aerial photographing method thereof. SOLUTION: The aerial photographing device is equipped with: a balloon 2 which is lifted toward the sky from the surface of the earth G; a bendable connecting member 4 which is connected to the balloon 2; a height-adjusting means 5 which is fixed on the side of the surface of the earth G, enables the winding-in and winding-out of the connecting member 4, and adjusts a height at which the lifted balloon 2 stays; thrust-generating means 2A-2D which are provided in the balloon 2 and move the balloon 2 so that the staying position, in the sky, of the balloon 2 is located just above the height-adjusting means 5; a length-measuring means 4a which measures the height, at which the lifted balloon 2 stays, from the surface of the earth G; and an image pickup means 3 provided in the balloon 2 and takes the pictures of its periphery.
