<P>PROBLEM TO BE SOLVED: To provide a light control sheet which can efficiently converge illumination light rays within a necessary range and can easily be manufactured, and to provide a surface light source apparatus. <P>SOLUTION: A vertex of a unit lens 141 and a center of a protrusion 142 are arranged at overlapping positions when viewing from a direction orthogonal to a sheet surface. Further a reflecting layer 144 is formed at a recess 143. The reflecting layer 144 is formed by printing as a diffuse reflection surface.
