PROBLEM TO BE SOLVED: To provide composite panels which can cover both the exterior wall and the roof of a wooden building against permeable external heat insulation and which is excellent in energy-saving property. SOLUTION: In this basic composite panel, a non-moisture permeable heat-shielding reflective layer 1C the front and rear surfaces of which form reflective surfaces, respectively, is integrated with the outer surface of a heat insulation layer 1E for a composite panel by holding the reflective layer by a low heat conductive inner air permeable furring strip 1D and an outer air permeable furring strip 1B.
