<p>The device has a lifting plate (1) swingably supported at a base plate (2) that rests on a bottom area. The lifting plate is rotatably pivoted upward and abruptly downward by a lifting device. Cantilever plates (3, 4) are attached to the lifting plate, and swingably supported on the lifting plate. Equipments formed by hydraulic lift cylinders are provided between the lifting and cantilever plates for tilting the cantilever plates with respect to the lifting plate. The cantilever plates are stressed into a stretched position by a spring. A flap is supported between the base and lifting plates.</p>
