A surface covering comprises a surface covering substrate having a top surface and a bottom surface; a primer overlying a portion of the top surface of the substrate; and a top coat overlying the primer and entire top surface of the substrate. The top coat overlying the primer has a gloss level less than the gloss of the top coat not overlying the primer. An independent claim is included for providing the surface covering having regions of different gloss level involving: applying a primer composition to a portion of a top surface of a surface covering substrate; applying a top coat composition to all of the primer coated top surface; and then curing the top coat composition. The primer and the top coat have first and second gloss levels respectively, when cured. The first gloss level is less than the second gloss level.
