PROBLEM TO BE SOLVED: To properly eliminate block distortion and mosquito noise.

SOLUTION: The image processor includes: a total variation filter 10 for performing component separation of a DCT compressed image as an input image into a frame component and a texture component; a DEF (Deblocking Edge Filter) 12 for performing block distortion elimination of the texture component subjected to the component separation; a Sobel filter 14 for detecting an edge from the frame component; a Gaussian filter 16 for eliminating mosquito noise from pixels around the edge; and a component combining part 18 for combining the texture component and the frame component from which the block distortion and the mosquito noise are eliminated, to obtain a restoration image.
