PROBLEM TO BE SOLVED: To provide a heating device and manufacturing method thereof, equipped with a heat-insulating material endowed with both excellent heat-insulating properties and substantial strength. SOLUTION: The heating device is provided with a heating element, and a base part made of a heat-insulating material and retaining the heating element. The heat-insulating material contains silica fine particles with the mean particle size of 50 nm or less, with a bulk density of 190 to 600 kg/m<SP>3</SP>and a compression strength of 0.65 MPa or more.
