PROBLEM TO BE SOLVED: To provide a manufacturing method of a transparent conductive film-laminating base material with superb optical transmittance and conductivity as well as the transparent conductive film-laminating base material. SOLUTION: Metal particulate dispersion solution is coated on a transparent base material, and the wind with a vertical component of 0.5 m/s or less and a parallel component of 0.5 to 10 m/s is made to blow on the coated face until a network structure is formed, and with a temperature of the base material higher than that of the parallel wind blowing on the coated face, in the manufacturing method of the transparent conductive film-laminating base material.
