PROBLEM TO BE SOLVED: To solve the following problem: it takes a long time from communication initiation in a master station to voice notification in a slave station, and for a notification of emergency such as the earthquake early warning, voice notification in the slave station may be delayed. SOLUTION: A radio communication system includes a slave station capable of voice output and a master station connected with the slave station by radio, transmits distribution information from the master station to the slave station and outputs in voice the distribution information received by the slave station. The master station includes: a console for creating first distribution information; an emergency notification device for receiving second distribution information from the outside and creating third distribution information; and a radio transmitting/receiving device for creating fourth distribution information based on the first distribution information, transmitting the fourth distribution information to the slave station by radio, creating fifth distribution information based on the third distribution information, and transmitting the fifth distribution information to the slave station by radio preferentially rather than the fourth distribution information. The slave station includes: a slave station radio transmitting section for receiving the fourth distribution information or the fifth distribution information; a slave station control section for creating an audio signal based on the received information; and a speaker for outputting the created audio signal.
