PROBLEM TO BE SOLVED: To achieve a heat exchanger capable of obtaining stable corrosion resistance regardless of the use environment. SOLUTION: A resin-made corrosion resistant layer 6 is provided along the flowing direction of fluid on at least a surface of a primary heat transfer surface side, out of the surface of the primary heat transfer surface side and a surface of a secondary heat transfer surface side, configured by a surface of a plate 2 and a surface of a corrugated fin 3 exposed inside a passage 4 of a heat exchanger (core 1). A corrosion resistant layer 61 provided on the surface of the primary heat transfer surface side is formed thicker than a corrosion resistant layer 62 on the secondary heat transfer surface side (T1>T2).
