PROBLEM TO BE SOLVED: To provide a device for filling an item to be packaged capable of completely preventing the item to be packaged from being damaged during filling the item to be packaged in a bag or preventing the bag from being damaged or dislocated from a gripper by the heavy item to be packaged, and to provide a device for filling the item to be packaged capable of preventing the item to be packaged from being damaged when the item to be packaged is supplied into a hopper. SOLUTION: An opening/closing member 43 composed of a pair of half portions 45 is swingably attached to the lower open end side of the hopper 25. The sum of the length of the hopper and the opening/closing member is much larger than the length of the packaging bag B. The item to be packaged C is inserted in the hopper with the hopper laid sideways. A first air cylinder is operated to turn the hopper and the opening/closing member vertical. An ascent and descent shaft is lowered, and the hopper is inserted in the packaging bag. The tip end of the opening/closing member is positioned and stopped in the vicinity of the bottom of the bag.
