PROBLEM TO BE SOLVED: To provide a method of manufacturing a surface-treated coated steel sheet which can hydrophilize the surface of a coated steel sheet without decreasing the processability of a coating film. SOLUTION: The method of manufacturing a surface-treated coated steel sheet includes a step for preparing a coated steel sheet, a step for preparing a hydrophilization treatment liquid where fine particles of silicon dioxide are dispersed in water or alcohol, a step for bringing the hydrophilization treatment liquid into contact with the surface of the coated steel sheet, and a step for drying the coated steel sheet brought into contact with the hydrophilization treatment liquid.
