PROBLEM TO BE SOLVED: To provide a powder molding device in which variation in the feed of raw material powder into a cavity is suppressed, and the raw material powder can be stably filled into the cavity, and to provide a powder molding method using the same. SOLUTION: In the withdrawal type powder molding device, a driving means 33 performing ascending/descending to a pressurizing axis direction is provided between a base plate 31 and a bolster 30, thus a lower fixed punch 32 is made ascendable/descendable, further the descending of the lower fixed punch by the driving means is made to stop by abutting the base plate against the bolster, raw material powder is filled into a cavity in a state where the lower fixed punch is ascended by the driving means, thereafter, the lower fixed punch is descended by the driving means, further it is linked with the descending of the lower fixed punch to descend a die 20, the base plate is abutted against the bolster to stop the descending of the lower punch, further, an operation of stopping the descending of the die linked with the stop of the lower punch is performed, and the filling of the raw material powder into the powder cavity is completed.
