PROBLEM TO BE SOLVED: To provide a thermoelectric power generation device and a thermoelectric power generation system that effectively enhance power generating performance. SOLUTION: The thermoelectric power generation device 1 includes a thermoelectric conversion module 13 which generates electric power by a temperature difference between both surfaces, thermally conductive materials provided on both surfaces of the thermoelectric conversion module 13, a high-temperature chamber 11A and a low-temperature chamber 11B which are provided to sandwich the thermoelectric conversion module 13 with the thermally conductive materials interposed, and in which fluid differing in temperature from each other is made to flow, and a plurality of clamping tools 50 configured to adjust clamping pressures of the high-temperature chamber 11A and low-temperature chamber 11B to the thermoelectric conversion module 13.
