PROBLEM TO BE SOLVED: To provide a heater unit having no displacement in cord-shaped heaters thereof and proper sense of quality. SOLUTION: The heater unit 31 includes a base material 11, and the cord-shaped heaters 10 disposed on the base material 11 in a given pattern shape, wherein a surface of the base material 11 where the cord-shaped heaters 10 in the base material 11 are disposed has larger number of cavities than a surface thereof where the cord-shaped heaters 10 are not disposed. The cavities included in the base material 11 are continuous, and the base material 11 is constituted of nonwoven fabric, and the cord-shaped heaters 10 have a heat-sealed layer, and are adhered and fixed to the base material 11 by the heat sealing of the heat-sealed layer.
