PROBLEM TO BE SOLVED: To provide a fixing device or the like that prevents a contact portion of a pressing member from deformation or damage, even when switched from a state of a second position to a state of a first position by a switching mechanism, thereby preventing the occurrence of fixing defects caused by the deformation or damage. SOLUTION: The fixing device 4 includes a regulating mechanism 48. The regulating mechanism 48 maintains the contact portion (61 or 62) of the pressing member 43 while not contacting with a fixing roll 41 through a fixing belt 42 or while contacting with a reduced pressure during the transition from the second position to the first position is under way when the switching from the state of the second position to the state of the first position is carried out by the switching mechanism. When the transition to the first position is completed, the regulating mechanism allows the contact portion of the pressing member 43 to sift into a state in which the contact is made at a predetermined pressure.
