PROBLEM TO BE SOLVED: To provide a method to create a cellular-system communication system such as a wireless private branch exchanges (123, 124) which include standard cordless phones (handsets), particularly, mobile devices (121, 123) utilizing the Bluetooth (R) short-range wireless communication protocol. SOLUTION: While a mobile device moves between picocells, the method provides seamless and reliable handoff between sessions of base stations by performing a high-level of synchronization between the base stations and a switch (129). The base stations of picocells having small coverage areas communicate with handsets. A communication protocol is divided into a low-level protocol (280, 281) performed by the base stations and a high-level protocol (283, 284) performed by the switch connected to all base stations. The method supports a mobile computer or telephone sets and communication protocols which are not specified to handle the hand-off of sessions while moving between base stations coverage areas in a data, voice or telephone wireless network.
