PROBLEM TO BE SOLVED: To raise a temperature of air in supplying the air raised in its temperature by heat exchange with cooling water passing through a heater core for heating the inside of a vehicle compartment when an engine is cold. SOLUTION: A discharge flow rate of a water pump 3 is reduced when the engine 1 is cold compared to a case in which the engine is not cold under a condition in which a blower 17 is driven to heat the vehicle compartment 8. When the discharge flow rate is reduced in this way, the cooling water circulating through a second cooling water circuit comes to take longer time to pass an exhaust heat recovery device 2, and thus, the temperature of the cooling water coming out of the exhaust heat recovery device 2 is raised. Then, the cooling water raised in its temperature is subjected to heat exchange with air supplied to the vehicle compartment 8 by the heater core 6. Again, the cooling water comes to take longer time to flow through the heater core 6 due to a reduction in the discharge flow rate, therefore, more heat is passed to the air passing through the heater core 6 from the cooling water by the drive of the blower 17.
