PROBLEM TO BE SOLVED: To provide a three-dimensional model generation device capable of generating a columnar three-dimensional model from coordinate information of the positions of a point group on a surface of an object on the ground. SOLUTION: A three-dimensional model generation device 1 includes: a point group coordinate information acquiring unit 111, which acquires coordinate information of positions of a point group on a surface of an object on the ground which exists within a prescribed three-dimensional space; a layered space setting part 112, which sets a plurality of layered spaces interposed between pairs of parallel planes within the three-dimensional space; a temporary projection part 113, which temporarily projects the point group included in the layered spaces, on temporary projection surfaces each of which is one of a pair of planes; a common graphic extracting unit 114, which extracts common graphics existing on respective temporary projection surfaces; an actual projecting unit 115, which sets feature points to the graphics to set an actual projection surface vertical to a line connecting the feature points in respective projection surfaces and generates an actual projection point group, resulting from perpendicularly projecting the point group on the actual projection surface; a reference graphic generating unit 116 which generates a reference graphic, on the basis of a distribution of actual projection points; and a three-dimensional model generating unit 117, which generates a columnar three-dimensional model having the reference graphic as a bottom.
