PROBLEM TO BE SOLVED: To provide a monitoring device, capable of automatically detecting an application determined that it is unnecessary correspondingly to a change of a utilization situation of applications of a user, and capable of automatically performing a stop of the unnecessary application or a change of a resource allocation amount. SOLUTION: The unnecessary application monitoring device 1 includes: an access log acquirer 11 for acquiring an access log of an application in each server of a monitoring target; an unnecessary application detector 12 analyzing information about a connection host or a utilization user of the access log based on a prescribed detection rule, and detecting the unnecessary application; and a resource allocation changer 13 changing the resource allocation amount of the unnecessary application in a monitored server installed with the detected unnecessary application through an application server, or controlling the stop of operation and re-operation of the unnecessary application.
