PROBLEM TO BE SOLVED: To prompt the outside to appropriately repair failures by having a main control section 8 detect the failures of a rotation detection signal even when the determination of the rotation status of a heating section 78 differs between the main control section 8 and an IH control section 90 due to the failures of the rotation detection signal caused by disconnection of a signal line or noise, so that heating by the heating section 78 is stopped by the IH control section 90 in a structure for performing fixing by a dielectric heating system. SOLUTION: The main control section 8 instructs the IH control section 90 to supply current to exciting coils 74 when determining that the heating section 78 is rotated based on the rotation detection signal. Meanwhile, the IH control section 90 determines that the rotation of the heating section 78 is stopped based on the rotation detection signal when the instruction of current supply from the main control section 8 to the exciting coils 74 occurs, and then informs the main control section 8 of the failures of the rotation detection signal without supplying current to the exciting coils 74 while the supply instruction is continued.
