PROBLEM TO BE SOLVED: To provide a parameter setting apparatus more efficiently setting communication parameters. SOLUTION: The parameter setting apparatus 1 has a plurality of electronic control devices and is configured to set communication parameters of a time-trigger type electronic control unit. The parameter setting apparatus further has: a storage section 10 for storing design information which is information about the plurality of electronic control devices and is input via an external network; and a CPU 12 as a setting section for referring to the design information in the storage section to calculate a processing time necessary for the plurality of electronic control devices to communicate with each other, and setting the timing at which one electronic control device communicates with the other electronic control device in accordance with a result of the calculation.
