PROBLEM TO BE SOLVED: To provide an apparatus for enabling an animal such as a dog tied thereto to freely come and go with own intention thereof in a course set by a pet owner, and stress and insufficient exercise of the dog etc., can be eliminated. SOLUTION: The apparatus includes a spring hook 1 freely moving in the two directions C and D with K as a fulcrum and a stopper 2 so as not to remove the wire rope 5 from the tool 4. Furthermore, since the animal such as the dog can pass through both A and B, the tool 4 having a curved part 3 preventing entanglement of a string 6 is installed on the ground surface with a pin, an adhesive, a single cylinder according to conditions of the ground. The wire rope 5 is made to pass thereunder in the directions C and D, and a string 6 connected to a collar of the animal such as the dog is connected to the wire rope 5 with a ring 7.
