<p><P>PROBLEM TO BE SOLVED: To provide a developing device that makes a flare state constant all the time during printing, and makes failures, such as image failure, less likely to occur. <P>SOLUTION: A bias applied to a toner layer regulating member 104 is electrically floated, thereby preventing the occurrence of streak-like base soil on an image. When the toner layer regulating member 104 is electrically floated, charges generated by friction between the toner layer regulating member 104 and toner accumulate in the toner layer regulating member 104, with the result that if the accumulation exceeds a fixed level, abnormal discharge is caused and the surface of a toner bearing roller 203 may be damaged or a thin layer of toner on the toner bearing roller 103 may be disturbed. These may cause an abnormal image. Therefore, before charges accumulate exceeding an amount that may cause abnormal discharge, a switch is disposed between the toner layer regulating member 104 and the ground of the body of an image forming apparatus in order to cause the charges to escape.
