PROBLEM TO BE SOLVED: To provide a vinyl monomer polymerization catalyst having a functional group in a side chain under a milder condition. SOLUTION: A vinyl monomer is polymerized by using a metal compound having a metallic element of the tenth group of the periodic table, and a phosphine ligand per a metal, or a composition composed of combination of the metal compound and a compound having two or more selected from a group composed of: (a) at least one element selected from the first, the second, the eleventh, the twelfth, the thirteenth, the fifteenth, and the sixteenth group of the periodic table; (b) a 1-20C aliphatic hydrocarbon group optionally having a substituent and/or a 6-40C aromatic hydrocarbon group optionally having a substituent; and (c) a perchloric acid group.
