PROBLEM TO BE SOLVED: To provide an internal-combustion engine controller capable of early converging an actual EGR rate into a target EGR rate with respect to an internal-combustion engine controller. SOLUTION: The internal-combustion engine controller includes an external EGR passage which couples an exhaust air passage and intake air passage of an internal-combustion engine together, and an air intake valve. Further, the internal-combustion engine controller is structured so that an external EGR gas channel from the open end of the external EGR passage on the side of the exhaust air passage to the air intake valve and a new gas channel from the open end of the upstream of the intake air passage are different in length from each other. Furthermore, the internal-combustion engine controller includes a variable valve mechanism for enabling the valve opening characteristic of the air intake valve to be variable. When the actual EGR rate is higher than the target EGR rate, by means of the variable valve mechanism, the valve closing timing of the air intake valve is approximated to the timing where a new gas' inertial effect determined based on the new gas channel length is maximized and besides is kept away from the timing when an external EGR gas' inertial effect determined based on the external EGR gas channel length is maximized.
