PROBLEM TO BE SOLVED: To provide a sealing agent for optical semiconductor elements having excellent gas barrier properties. SOLUTION: The sealing agent for optical semiconductor elements contains a silicone resin having at least one cyclic ether-containing group in one molecule and a liquid phenol resin, wherein the silicone resin contains a resin whose average composition formula is represented by general formula (1) and a content ratio of phenyl groups obtained by the following expression (a) is 15-60 mol%. In general formula (1), a, b and c satisfy a/(a+b+c)=0-0.3, b/(a+b+c)=0.5-0.9 and c/(a+b+c)=0.1-0.4, at least one of R<SP>1</SP>to R<SP>6</SP>represents a cyclic ether-containing group and/or a phenyl group, R<SP>1</SP>to R<SP>6</SP>except the cyclic ether-containing group and phenyl group represent a linear or branched 1-8C hydrocarbon group or a fluoride group of a linear or branched 1-8C hydrocarbon group, and R<SP>1</SP>to R<SP>6</SP>may be the same or different.
