PROBLEM TO BE SOLVED: To favorably achieve an initial shock absorbing function while restricting separation of an elastic shock absorbing member when it is hit, and lower manufacturing cost. SOLUTION: On outside circumferential surfaces 2a of a base 2 with a cleaning part 1, circular installation grooves 7 are formed along its whole circumference to open outward. On the installation grooves 7, the elastic shock absorbing member 8 that is circular is engaged to be installed to project outward over the outside circumferential surfaces 2a of the base 2 in such a way as to be tightly applied to inner surfaces 7a of the installation grooves 7 by elasticity restoration force of the elastic shock absorbing member 8.
