<p>Disclosed is a dynamic image decoding device which can reduce the memory access latency and the memory bandwidth of motion compensation filter coefficients which are used when carrying out variable coefficient motion compensated prediction between images, and which is provided with: a decoding unit (101) which decodes a plurality of motion compensation filter coefficients from an encoded stream; memory (109) for retaining the plurality of motion compensation filter coefficients included in the encoded stream; a filter coefficient storage unit (103) for retaining the motion compensation filter coefficients required when carrying out motion compensation; a motion compensation unit (107) which carries out motion compensation using the motion compensation filter coefficients retained in the filter coefficient storage unit; and a filter coefficient transfer control unit (102) which writes the plurality of motion compensation filter coefficients decoded by the decoding unit to the memory, and transfers the aforementioned required motion compensation filter coefficients from the memory to the filter coefficient storage unit only when the filter coefficient storage unit does not already have the aforementioned required motion compensation filter coefficients.</p>
