<P>PROBLEM TO BE SOLVED: To provide a paste type positive electrode plate having a long cycle life and a high utilization ratio of a positive electrode active material. <P>SOLUTION: A paste type active material is coated on a lead-alloy current collector, cured and dried. The paste type active material is formed of lead powder having lead monoxide as a main component, a basic lead sulfate and a dilute sulfuric acid, mixed and kneaded. Furthermore, the basic lead sulfate has an average particle diameter of 2 μm or smaller and has 5-30 parts by mass contained with respect to 100 parts by mass of the lead powder in the paste type active material.
