<P>PROBLEM TO BE SOLVED: To provide a conductive roller for electrophotography having a function of reducing a remaining charge on a conductive roller surface regardless of resistance in a conductive elastic layer and a covered layer which varies due to a variation in manufacturing conditions, and capable of obtaining a high quality image, and to provide a method of manufacturing the conductive roller for electrophotography. <P>SOLUTION: The conductive roller includes a metal shaft core body, at least one layer of conductive elastic layer at the outer periphery of the shaft core body, and a coated layer on the surface side rather than the conductive elastic layer located at the outermost surface side among at least one or more layers of conductive elastic layers. The conductive roller has a thin film composed only of a surfactant on the conductive elastic layer on the outermost surface side and has the coating layer on the thin film.
