PROBLEM TO BE SOLVED: To provide an electromagnetic wave absorber that demonstrates a transmission suppression effect of predetermined electromagnetic waves while the sheet thickness is controlled. SOLUTION: The electromagnetic wave absorber 10 includes a magnetic layer 1 formed in a sheet shape by densely mixing magnetic powder 1a into a binder 1b, and a conductive layer 2 formed by printing conductive ink. Accordingly, an incident electromagnetic wave 3a into the magnetic layer 1 is absorbed in the magnetic layer 1, and, even when a portion thereof is transmitted without being completely absorbed, the transmitted electromagnetic wave 3b is reflected in the conductive layer 2.
