PROBLEM TO BE SOLVED: To provide a fixing device and an image forming device stably and uniformly heating a fixing member by a planar heating body. SOLUTION: The fixing device and the image forming device include: a fixing sleeve 21; a pressing roller 31; a contact member 26 which is in contact with the pressing roller 31 across the fixing sleeve 21 and forms a nip part; a heat generating sheet 22s disposed to be in contact with the inner peripheral surface of the fixing sleeve 21 and heating the fixing sleeve 21; a heat generating body support member 23 disposed to hold the heat generating sheet 22s on the inner peripheral surface of the fixing sleeve 21 between the inner peripheral surface and the fixing sleeve 21, and supporting the heat generating sheet 22s on the side opposite to the contact member 26 across the rotation axis of the fixing sleeve 21; and a core holding member 28 having a length corresponding to the axial direction of the fixing sleeve 21, with both ends supported by a frame of the fixing device 20, and holding the contact member 26 and the heat generating body support member 23. The contact member 26, the core holding member 28, the heat generating body support member 23 and the heat generating sheet 22s are arranged in this order in the pressing direction of the pressing roller 31.
