PROBLEM TO BE SOLVED: To reduce power consumption of a relay server by enabling the relay server in which a power supply is turned off when the relay server is not in use to be started when in use concerning a technique for distributing various sorts of files from a resource distribution server to distribution destination equipment through the relay server. SOLUTION: When a resource request to the relay server SV-A comes into time-out state, the distribution destination equipment SV-A1 issues a resource request to the resource distribution server 100. The resource distribution server 100 receives the resource request, divides files to be distributed and successively transmits the divided files. The resource distribution server 100, when detecting deviation from a threshold of its own data transmission capacity, issues power supply start instruction to the relay server SV-A selected in accordance with the distribution destination equipment SV-A1 and continues transmission operation of the divided files. The resource distribution server 100, when receiving a power supply start completion notification from the relay server SV-A, transmits transfer information to the server SV-A and ends the transmission operation of the files to be distributed.
