Using the disclosed relay device, communication quality in a network operated with a guarantee system is managed even for packets for which parameters or the like used in managing communication quality are not set. The relay device is provided with a reception unit, an information acquisition unit, a parameter recording unit, and a parameter setting unit, and relays packets transmitted from a first network to a second network. The reception unit receives packets from the first network. The information acquisition unit acquires data type information that identifies the type of data transmitted/received by means of the packets. The parameter recording unit associates types of forwarding data that represent the data forwarded to the second network, and records control parameters used to control the quality of communication conducted in the second network. The parameter setting unit sets into packets the control parameters associated with the forwarded data of the same type as that of the data identified by the data type information, and outputs to the second network the packets into which the control parameters have been set.
