<P>PROBLEM TO BE SOLVED: To provide a W/O emulsion ink composition for a writing utensil, the composition having good dispersibility of an aqueous component in an oil component even when a fluorescent colorant is used, exhibiting excellent emulsification stability of an emulsion and giving superior feeling of writing. <P>SOLUTION: The W/O-type emulsion ink composition for a writing utensil includes an aqueous component dispersed in an oil component, wherein the oil component contains a fluorescent colorant and the aqueous component contains a fluorescent whitener and water.
