PROBLEM TO BE SOLVED: To provide an image encoding apparatus that continues a nonzero coefficient and a zero coefficient included in a coefficient string to enhance the efficiency of an encode.

SOLUTION: The image encoding apparatus 100 includes: a conversion unit 101 for converting a pixel block into a coefficient block; a sub block division unit 102 for dividing the coefficient block into a plurality of sub blocks; a frequency domain division unit 103 for dividing each sub block of the plurality of sub blocks into a plurality of frequency domains, thereby dividing the coefficient block into the plurality of frequency domains; a scanning unit 104 for scanning the coefficient block for each frequency domain, thereby forming the coefficient string for each frequency domain; and an encoding unit 105 for encoding the coefficient string for each frequency domain, thereby generating an encode stream.
