PROBLEM TO BE SOLVED: To provide a charge and discharge control system for battery wherein degradation of battery capacity can be prevented, and full charge state can be sustained as long as possible while suppressing unnecessary discharge. SOLUTION: The charge and discharge control system for battery 1 includes a battery 12 which is a secondary battery, a discharge unit 15 where the battery 12 is discharged, a timer 16 which measures the charge and discharge time of the battery 12, a temperature detection sensor 14 which detects the temperature of the battery 12, and a battery charge and discharge control unit 11 which monitors the charged state of the battery 12 and controls the discharge unit 15 based on the information from the timer 16 and the temperature detection sensor 14. The battery charge and discharge control unit 11 controls the discharge unit 15 to discharge the battery 12 when the battery 12 sustains the full charge state at a predetermined temperature or higher for a predetermined period.
