PROBLEM TO BE SOLVED: To provide an apparatus which can suppress reduction in image quality caused by encoding of a moving image.

SOLUTION: A compression encoding means 100 generates inter-encoding data 24ter or intra-encoding data 24tra by applying compression encoding to image data 22 of respective images composing an input moving image and outputs the encoding data 24ter, 24tra to a wired or wireless transmission line. When allowing the compression encoding means 100 to generate the inter-encoding data 24ter, a control means 200 sets a code amount not more than a maximum code amount which is given by a multiplication value between an upper limit transmission rate of the transmission line and an allowed time assigned per image based on an image rate of the input moving image. When allowing the compression encoding means 100 to generate the intra-encoding data 24tra, the control means 200 sets a code amount more than the maximum code amount and not more than N times (N is an integer ≥2) the maximum code amount.
