In order to protect the rights of the copyright owners of digital content, a technique for preventing the digital content recorded on a recording medium from being copied to other recording media and reproduced is required. A key distribution server receives a media unique key securely from a recording medium device, generates a first title key different for each content, encrypts the first title keys with the media unique key, encrypts the content with the first title keys, transmits the encrypted first title keys to the recording medium device, and transmits the encrypted content to recording devices. The recording devices receive the encrypted content from the key distribution server, receive the first title keys and second title keys securely from the recording medium device, decrypts the encrypted content using the first title keys, encrypts the decrypted content using the second title keys, and transmits the encrypted content to the recording medium device.
