PROBLEM TO BE SOLVED: To attain lower power consumption, and to certainly perform the transmission of multicast data when information from a station side device OLT to a house side device ONU is not accumulated. SOLUTION: This system performs optical communication via an optical branching unit between the station side device OLT and a plurality of house side devices ONU where a transmitting part 1 of the station side device OLT has a downlink buffer 13 which accumulates unicast frames sequentially transited to the respective house side devices ONU. A power saving mode control part 16 transmits a power saving mode setting frame in which a power saving mode time TPS is described to a house side device ONU whose unicast frame transmitted in the downlink buffer part 13 is empty. There are the multicast data such as videos in the downlink buffer 13, and the transmission of the power saving mode setting frame is held back to a house side device ONU which views the multicast data.
