PROBLEM TO BE SOLVED: To obtain an optical element capable of using an opaque material as a material for a substrate and of improving the degree of freedom in optical design while holding strength, and to provide a camera module. SOLUTION: The optical element includes: a substrate 11 with a through-hole 2 formed in it; a transparent thin film 12 formed on one side of the substrate 11 so as to cover the through-hole 2; and a lens 3 formed from a resin material 13 or the like so as to contact the surface of the thin film 12 in the area where the thin film 12 covers the through-hole 2.
