A plant control device (10) comprises an input means (13) for inputting a process signal that is transmitted from the plant; a numerical value computation unit (11) that outputs a Boolean value that determines, by a computation process based on a program, the normality or anomaly of the process signal; and a logical processing unit (20) that carries out a logical process on the Boolean value, based on a logic circuit, and outputs a control signal concerning protecting operational safety at the plant.
