PROBLEM TO BE SOLVED: To provide a steel material superior in corrosion resistance after having been painted, which is suitable for use in civil engineering and construction structures such as bridges, has a composition of comparatively inexpensive components, and has a surface appearance which is not damaged due to the corrosion of a defective portion even though the defective portion has occurred in a paint film. SOLUTION: The steel material includes, by mass%, more than 0.02% and equal to or less than 0.15% C, more than 0.1% and equal to or less than 0.7% Si, 0.2-1.5% Mn, 0.001-0.03% P, 0.0001-0.02% S, 0.01-0.1% Al, 0.3-1.0% Cr, further 0.01-0.2% in total of one or more of W, Sb and Sn, one or more of 0.1-0.5% Cu and 0.1-0.5% Ni as needed, and the balance Fe with unavoidable impurities.
