PROBLEM TO BE SOLVED: To provide such a fuel composition for use in the external combustion as has little discharge amount of soot and nitrogen oxides even if the mixture ratio is heightened in a cracked gas oil containing a large amount of an aromatic portion; and to provide a method for manufacturing the same. SOLUTION: This fuel composition for use in the external combustion has a density (at 15°C) of 0.88-0.92 g/cm<SP>3</SP>, a kinetic viscosity (at 50°C) of 3-5 mm<SP>2</SP>/s, and a water content of 7-15 vol.%. The method for manufacturing the fuel composition for use in the external combustion comprises, on the basis of this fuel composition, mixing a catalytically cracked gas oil of 40-70 vol.% with a heavy oil base material that has a density (at 15°C) of 0.86-0.91 g/cm<SP>3</SP>, a 90% distillate temperature of 340-390°C, a kinetic viscosity (at 50°C) of 2-4 mm<SP>2</SP>/s, the whole sulfur content of 1.0 mass% or less, and the whole aromatic content of 40-60 vol.%, moreover adding and dissolving 0.3-5 mass% of a surfactant, thereafter blending 7-15 vol.% of water to thereby make an emulsion.
