PROBLEM TO BE SOLVED: To prevent occurrence of getting wrong of a tracking target when a plurality of moving objects which move inside a monitoring space approach. SOLUTION: A target area corresponding to an image of a target object is set at arbitrary time of a monitoring image of time series which has photographed a monitoring space (S1). A plurality of mutually different target features regarding the image of the target object are extracted from the target area (S2). A feature area having each target feature is detected from the monitoring image of each time (S5); the feature area corresponding to a position of the target object is set as a tracking area for each target feature; and the other feature area is set as a dummy area (S6). Moving destination of the present time of the feature area is predicted, based on the position of the past feature area (S7). The occurrence of approach of a tracking area to a dummy area is inferred for each target feature based on the predicted moving destination, and the position of the target object is determined, based on the position of the tracking area of the target feature that is inferred where an approach does not occur (S11).
