PROBLEM TO BE SOLVED: To detect abnormality on a network more widely than a static rule. SOLUTION: In this repeater (201) for relaying a packet between any two of devices A(222), B(223), C(224), D(225), a device operation estimating unit (205) monitors a receiving order and receiving intervals of packets received from the devices A(222), B(223), C(224), D(225), transits a state on the basis of prescribed state transition definition in accordance with a receiving situation, and when transition is made to a state of no occurrence of abnormality in case the devices A, B, C, D normally operate according to their respective operation algorithms, notifies a failure detecting unit (208) of the occurrence of abnormality.
