PROBLEM TO BE SOLVED: To attain a plasma display panel having a high-definition and high-luminance display performance and low power consumption. SOLUTION: In the method of manufacturing a plasma display panel, the protection film of the front plate is formed by forming a base film on a dielectric layer and adhering an aggregated particle formed by aggregating a plurality of crystal particles of a magnesium oxide onto the base film. The base film is made of a metal oxide consisting of at least two or more oxides selected from a magnesium oxide, a calcium oxide, a strontium oxide, and a barium oxide. A peak of the metal oxide is present between a minimum diffraction angle and a maximum diffraction angle derived from a simple substance of the oxide constituting the metal oxide in a specific orientation plane in X-ray diffraction analysis of the base film surface.
